Sol Syndicate - Region 01 Leaders
The Sol Syndicate, typically just called The Syndicate, has controlled this region for the last three years. Here is what is known or suspected about their regional leadership.
Captain William Paxton
William Paxton is the head of the syndicate in the southeast region. Paxton personally led the Syndicate's forces when they landed in Palmetto City, defeating the gym leader and any locals who tried to challenge them. He formerly had a cache of Pokemon that were lost in the Pokeball System Crash, but he has used the Syndicate's resources to build a new team.
Paxton prefers to work behind-the-scenes, having not been seen by the general public since the Syndicate occupied Bitterspring City, which became their local capital. He issues lots of public orders in the name of Captain Paxton (which is just what he chose to be called; the Syndicate doesn't use official rankings), but doesn't allow his face put on any posters or any images of him to be made. Paxton spends most of his time and resources investigating four things he is convinced are connected: the abandoned Pokemon labs outside of Marble City, the Tower of the Sun in Marble City itself, an unfinished tower in Ash Town, and the disappearance of the Elite Four. He treats anti-Syndicate activity as annoyance and distraction, leaving it to his subordinates because he doesn't see it as a serious threat.
Nicholas Vance
Vance the head of the Syndicate research and development for the region. Vance has several concurrent projects, made possible by the vast resources the Syndicate now controls. The closest to success is cloning fossil Pokemon, something he pursues more out of genuine scientific interest than any potential benefit to the Syndicate. He is pursing several different projects for giving new powers to Pokemon. Vance views Pokemon as no more than tools or subjects for research.
Lee Metzger
In many ways, Lee is the face of the Syndicate. Currently twenty-five years old, he hit the beach at Palmetto City right beside Captain Paxton, and as time went on he became more of an active leader, going around and challenging gym leaders to fights that he always won (by all accounts fairly - not even the anti-Syndicate resistance has any evidence he ever cheated in any way.) Always talking about the need for order and security, in every city he greatly expanded the Syndicate's ranks by recruiting locals who were willing to fight.
The majority of Lee's recruits are simply bullies or small times crooks who joined the Syndicate to be able to push their neighbors around. Most of these never advance in the Syndicate, being used locally to suppress dissent. Much are rarer are talented and ambitious Pokemon trainers, who Lee gives responsibiliy and power on the basis of battling talent alone regardless of whether he personally likes them. The best of the best he takes with him to challenge resistance fighters that Jeanne hunts down.
Jeanne Culper
Jeanne is the only native of the area to get into the Syndicate's upper ranks, being from Ash Town. She and her Pokemon staged an ambush on the Syndicate when they first started moving into the mountains, but after Captain Paxton personally defeated her she decided to work for the Syndicate.
Jeanne is the head of intelligence for the Syndicate in the region. She has at least one important contact in every city, all of whom maintain some type of a front that in fact controlled by the Syndicate. Her most visible (and favorite) task is tracking down resistance in remote areas, of which there is a great deal. The Syndicate doesn't have the manpower to actually occupy and hold those areas, so the few people she captures are mostly symbolic. Powerful resistance fighters she usually leaves to Lee, as she isn't as skilled at straight-up fights as he is.

Wagner oversees the search for the Legendary Pokemon for the Syndicate. He is pours over all the old documents, legends, and folktales that he can find in order to find any scrap of clues pointing in the right direction. His ultimate goals are to turn these Pokemon into weapons of mass destruction for the Syndicate. He is convinced that Cypress Lake, to the north of River City, has some relation to them - it was formed in a giant earthquake two hundred years ago, and there are conflicting reports of a strange Pokemon being spotted around that time.Nicholas Vance
